Sets out ODEIS Limited’s current sustainability commitments and the further initiatives it intends to put in place as it commences and grows its trading activity, supporting its approach to social value under the Public Services (Social Value) Act 2012 and the Cabinet Office’s PPN 002 Social Value Model.
Introduction
1.1 ODEIS Limited (“ODEIS”, “we”, “us”, “our”) believes that sustainable practice is best built into how a business operates from the outset, rather than retrofitted once it is established. This Sustainability Initiative sets out the principles ODEIS intends to apply to its own operations, and the further steps it will take as it begins and grows its trading activity.
1.2 This Initiative is deliberately framed around principles rather than fixed operational rules. ODEIS intends to grow — in headcount, in the range of associates and subcontractors it works with, and potentially in physical premises and equipment — and does not wish to commit itself today to constraints that could conflict with a future client’s, contract’s, or tender’s genuine requirements. Section 3 addresses this directly.
Our Operating Principles
- Hybrid by Design — digital delivery of reports, dashboards and stakeholder engagement is our starting preference, but we scale to in-person, on-site or printed delivery wherever a procurement, tender or client genuinely requires it. Sustainability informs how we work; it does not dictate it.
- Travel, Considered — where site visits are required, we prioritise rail and public transport over private vehicle use, and combine multiple engagements into single trips, where practicable.
- Responsible Sourcing — we give weight to subcontractors’ and suppliers’ own environmental commitments when selecting associates for an engagement, where practicable, without this overriding the technical fit of the associate to the work required.
Growing Without Compromise
3.1 ODEIS is, at the date of this Initiative, a pre-trading organisation. The principles in Section 2 reflect how we intend to begin operating, not a permanent ceiling on how ODEIS may need to operate as it grows.
3.2 As ODEIS scales — including, where appropriate, taking on employees, securing physical premises, or investing in equipment or vehicles — this Initiative will be reviewed and updated to reflect ODEIS’s actual scale and mode of operation. We will not allow an early-stage sustainability commitment to be read as a constraint on legitimate business growth or on our ability to deliver against the specific requirements of a client, contract, or public sector tender.
3.3 Where a tender or contract requires an operating model that differs from our default principles — for example, in-person workshops, printed deliverables, or on-site presence — ODEIS will meet that requirement. Sustainability is a standing consideration in how we choose to operate by default; it is not a condition we place on our clients.
Carbon Reporting
4.1 ODEIS has not yet commenced trading and accordingly does not hold the twelve months of operating data required to calculate a baseline carbon footprint.
4.2 Once trading begins, ODEIS will calculate and publish a Carbon Reduction Plan covering Scope 1, Scope 2, and the relevant Scope 3 emissions categories, following completion of its first full twelve-month trading period. This will be carried out in line with UK Government Carbon Reduction Plan guidance (PPN 06/21) and the Greenhouse Gas Protocol methodology, using the UK Government’s published GHG Conversion Factors.
4.3 The resulting Carbon Reduction Plan will be published on our website and reviewed and updated at least annually thereafter, in line with standard government guidance for in-scope suppliers.
Alignment with Other Policies
5.1 This Initiative complements our Social Value Policy, which sets out our broader approach to social value, including under the “Make Britain a Clean Energy Superpower” mission of the PPN 002 Social Value Model. Where the two documents address the same activity, this Initiative provides the fuller explanation; the Social Value Policy provides the summary relevant to a specific client engagement.
Governance and Review
6.1 This Initiative is owned by the Director and is reviewed at least annually, or sooner where ODEIS’s operations, scale, or clients’ requirements change — including, in particular, once ODEIS commences trading and the Carbon Reduction Plan referred to in Section 4 is first published.

This Initiative has been approved by the Director of ODEIS Limited.
